In this type of appeal, an Immigration, Refugees and Citizenship Canada (IRCC) officer has concluded that you have not met your residency obligation, which means you could lose your permanent resident status.

Canadian immigration law requires a permanent resident to be "physically present in Canada" for at least 730 days during each five-year period preceding your application for a travel document. This is your residency obligation.
